Better Palliative Care Access, National Health Care
Plan Recommended by HHS Working Group
Citizens' Health Care Working Group wants core health care for all by
2012
June 3, 2006 A basic national health program was
the key recommendation in a report released yesterday by the Citizens'
Health Care Working Group, which was created by the 2003 Medicare
Modernization Act. That is earthshaking news but, as most
recommendations by government working groups, it will probably not
create many waves. Senior citizens, already covered by a national health
plan, will be more interested in a recommendation to restructure the way
palliative care, hospice care and other end-of-life services are
financed and provided, so people in need have increased access to these
services.

The top three honorees received the Circle of Life
Awards for 2006. Presented by the American Hospital Association, this
prestigious award celebrates innovation in end-of-life care and
highlights programs that demonstrate superior vision, depth, and scope.
While programmatically diverse, award recipients share a dedication to
their fundamental patient care missions and a drive to fully service
their communities.
Award recipients were announced July 14 at the
meeting in San Francisco. This years Circle of Life Award winners:
● Continuum Hospice Care, New York, NY
● Mercy Supportive Care, St. Joseph Mercy Oakland, Pontiac, MI
● Transitions and Life Choices, Fairview Health Services,
Minneapolis, MN
Continuum Hospice Care, an NHPCO provider member,
was recognized fo a policy of open access. Highlights of program
innovation cited in its Circle of Life Award include a focus on clinical
indications - not prognosis, reliance on evidence-based medicine, and
elimination of cost considerations and complexity as factors in hospice
eligibility.
Were saying open access is really just opening
the doors of hospice to anyone who is eligible for this care, has a
limited life expectancy, and wants this specialized set of services,
said Carolyn Cassin, Continuum Hospice Care president and CEO. Its
really about stripping away some of the barriers people have built up
over the years.
NHPCO provider member Fairview Hospice is a
component of Fairview Health Services caring for patients at home and in
nursing homes, assisted living facilities, and group homes. The
Transitions and Life Choices program offers palliative care to patients
and families through inpatient services, an outpatient care clinic, home
care, and nursing facilities.
In addition to the three award winners, AHA
presented Citations of Honor to other exemplary care providers who are
NHPCO members:
● Covenant Hospice, in Pensacola, FL, was
recognized for its organizational culture of leadership, leading-edge
business principles blended with hospice philosophy, and strong external
relationships.
● The Pediatric Program at Hospice of the
Western Reserve, Cleveland, OH, received its Citation of Honor for
strong physician support and participation from competing area hospitals
offering pediatric services, ongoing contact with patients and families
after children move out of hospice, and commitment to continuity with
established caregivers.
Additional Citation of Honor recipients include:
● Veterans Health Administration,
● Department of Veterans Affairs Integrated Service Network 3,
Brooklyn, NY, and
● Barbara Ziegler Palliative Care Program of North Broward Hospital
District, Fort Lauderdale, FL.
The importance of quality end-of-life care is at
the heart of our organizations strategic plan and we are proud to
celebrate those care providers that are leading the way in innovation
and quality care delivery. These programs serve as models for us all as
we move forward in our shared goal of providing the highest quality of
care for all those we serve, remarked J. Donald Schumacher, NHPCO
president and CEO.
Since 2000, the Circle of Life Award has honored
programs that demonstrate excellence and innovation in palliative and
end-of-life care. The award is sponsored by the American Hospital
Association in conjunction with the American Medical Association, the
American Association of Homes and Services for the Aging, and the
National Hospice and Palliative Care Organization. The award is
supported by a grant from The Robert Wood Johnson Foundation.
